Engineering Submittals
Construction of public infrastructure, including utility main extensions, street creation, public sidewalk construction, etc., is required to be designed by a Professional Engineer. Prior to construction, construction plans for public elements must be submitted to the City for review and approval.
Timeline
Civil Construction Plans should be submitted at the time the Preliminary Plat and Site Plan are submitted. Civil plan review times will vary based on the complexity of the project and the quality of the submittal.
Submittal Contents
Engineering submittals should the following when applicable:
- Engineering Submittal Form
- Engineered Civil Construction Drawings
- Upstream/Downstream Assessment (if onsite stormwater detention is not proposed)
- Traffic Impact Analysis for non-residential uses, other uses generating 1,000 daily trips or more per ITE criteria, and if requested.
- Draft Preliminary Plat
- Traffic Control Plan
- Erosion Control Plan
- Plan Review and Inspections Deposit
- Projects that are part of a larger or phased development should include a Project Master Plan showing how the project will tie into existing and future facilities, including utilities, roadways, and drainage.
Plans can be submitted via email to Engineering, as well as questions regarding what to include in your submittal or alternate ways to submit.
If your project is adjacent to or utilizes Texas Department of Transportation (TXDOT) right-of-way, drainage, or other facilities, please also submit your plans to the Paris District Office for review and approval. The City of Denison is the permitting authority for driveways and connections to TXDOT thoroughfares.
Effective September 1, 2023, to maintain compliance with Texas House Bill 3492 (PDF), Engineering plan review and construction inspections fees have been updated and are available on our Fee Schedule (PDF).
Actual review and inspections costs will vary based on the scale of the project and quality of the submittal. A deposit of $5,000 will be collected prior to plan review commencing.
Estimated municipal employee time is 2 hours per plan submittal review and 1 hour per inspection. Average plan review submittal cost is $5,000.
All construction activities in the City of Denison are required to meet the Public Works Design Manual, Stormwater Management, and Construction Standards adopted by the City.
