ADA / Title VI Compliance Information for Contracts and Bids
The City of Denison, Texas, as a recipient of Federal financial assistance and under Title VI of the Civil Rights Act of 1964 and related statutes, ensures that no person shall on the grounds of race, religion (where the primary objective of the financial assistance is to provide employment per 42 USS. § 2000d-3), color, national origin, sex, age or disability be excluded from participation in, be denied the benefits of, or otherwise be subjected to discrimination under any City programs or activities.
The City of Denison is committed to ensuring Standard Title VI Assurances and Form PR-1273, "Federal Requirements for Federal- Aid Construction Contracts," are included in every solicitation and contract requiring affirmation from the recipient to comply with the Title VI of the Civil Rights of 1964 and related statutes. Sub-contracts will be reviewed by the City Engineer prior to authorizing work to commence to ensure provisions have been included.
The City of Denison has adopted the Texas Department of Transportation Disadvantaged Business Enterprise Program requirements established in 49 CFR Part 26, by virtue of signing the Pass Through Agreement between the City of Denison and the State of Texas, and as required in Article 35 of said agreement

Title VI Complaint Procedures
The following procedures cover complaints filed under Title VI of the Civil Rights Act of 1964 and the Civil Rights Restoration Act of 1987. Any person who believes they, or any specific class of persons, to be subjected to prohibited discrimination based on race, color or national origin may file a written complaint individually or through a representative. A complaint must be filed no later than 180 days after the date of the alleged discrimination, unless the discrimination is ongoing, or the time for filing is extended by the FHWA. Complaints related to the Federal-aid highway program may be filed with TxDOT, FHWA Division Office, the FHWA Headquarters Office of Civil Rights (HCR), the USDOT Departmental Office of Civil Rights, or the USDOJ.

Reporting Requirements to an External Agency
A copy of the complaint, together with a copy of the investigation report and final decision letter will be forwarded to the Texas Department of Transportation, Office of Civil Rights within 30 days of the date the investigation is completed.
