Residential Backup Power Installations
On September 1, 2025, Texas Senate Bill 1202 went into effect. This bill authorizes certain individuals to conduct a third-party plan review and/or inspect a home backup power installation, as defined in Section 247.0025 of the Texas Local Government Code. Texas S.B. 1202 applies to the following systems for one- and two-family dwellings only:
- Generators and associated transfer switching as applied by NEC Article 702, Optional Standby Systems.
- Energy storage systems (ESS) and associated equipment as applied by NEC Article 706, Energy Storage Systems.
This bill does not apply to the following one- or two-family dwelling systems:
- Electric service equipment and/or panel board replacements, repairs, upgrades, and the like.
- Solar photovoltaic (PV) systems not part of an energy storage system or other residential backup power installation.
- The installation, replacement, or extension of feeder and/or branch circuit conductors, except those that are directly associated with and necessary for the operation of the items above, as determined by the Building Official.
- Fuel gas piping (for generators)
An electrical permit and a passing inspection performed by the City of Denison Building Inspections Department are required for all electric service releases to Oncor. The City of Denison will not provide an electric service release to the electric utility providers without a passing inspection.
- An issued electrical permit is still required for all electric work in the City of Denison.
A plumbing permit and passing inspection performed by the City of Denison Building Inspections Department are required for all fuel gas inspections and gas service releases to Atmos. The City of Denison will not provide a gas service release to the gas companies without a passing inspection.
- An issued plumbing permit is still required for all gas work in the City of Denison.
Approved Third-Party Plan Reviewers and/or Inspectors:
- A Master Electrician as described by Section 1305.153, Occupations Code, who is licensed under Sub-chapter D, Chapter 1305 of that code.
- An electrical inspector as defined by Section 1305.002, Occupations Code.
- An Engineer licensed under Title 6, Subtitle A, Chapter 1001, Occupations Code.
